To be eligible for the F1 Visa you must apply and be accepted by an academic educational program such as a university or college, a vocational program or a language training program. Not all academic/nonacademic institutions are eligible for international students therefore you must check if the school you want to apply to is approved by the Student and Exchange Visitors Program, Immigration & Customs Enforcement.
